Moving to Ireland as a non-EEA national involves registering with the Irish immigration authorities and obtaining your Irish Residence Permit (IRP), which now operates almost entirely online. Since late 2024, first-time IRP registrations and renewals are managed through the Immigration Service Delivery (ISD) portal, streamlining the process but requiring attention to documentation and timelines.
Ireland’s ageing population is growing rapidly, with projections estimating those aged 65 and over could reach 1.94 million by 2057. This increase drives demand for home help and care services aimed at supporting older adults to live independently in their own homes. The Home Support Service, provided free and not means-tested by the HSE or approved private providers, assists with daily tasks such as bathing, dressing, mobility, and medication prompts. However, due to funding limits, it cannot provide 24-hour care.
Homecare options include HSE funding and privately arranged services, with Consumer Directed Home Support (CDHS) allowing clients to choose their preferred provider from a list of HSE-approved companies. Accessing these supports involves completing an application form and undergoing a Care Needs Assessment to tailor services to individual requirements. The HSE periodically reviews these supports to ensure they meet changing needs.
Financial help is available through tax reliefs, the Home Carer's Tax Credit, Carer's Allowance, and Carer's Benefit, easing the cost burden for families and caregivers. Additional services like companionship and respite care further enhance support for older persons and their families.
Together, these measures promote a person-centred approach to home help in Ireland, empowering older adults to maintain their independence and quality of life at home.
The Irish Residence Permit is a credit-card-sized plastic document issued by Immigration Service Delivery. It shows your name, photo, date of birth, immigration stamp type, registration number, and the expiry date of your current permission.
It is not just an ID card. Your IRP is what proves you have the legal right to be in Ireland, the right to work (depending on your stamp), and the right to re-enter the country after travelling abroad. Without a valid IRP, you cannot board a flight back to Ireland, open a bank account in most cases, or apply for many services.
You must register with Immigration Service Delivery and get an IRP if you plan to stay in Ireland for more than 90 days and you are:
A citizen of a country outside the EEA, Switzerland, or the UK
In possession of permission to remain in Ireland
Aged 16 or over
EU, EEA, Swiss, and UK nationals do not need an IRP.
When you arrive in Ireland, you will receive a landing stamp in your passport. This gives you 90 days to register. You should book your appointment as soon as possible after arrival.
Step 1: Create an account on the ISD customer portal Go towww.irishimmigration.ie and create your account. You can do this before you even travel to Ireland.
Step 2: Book your appointment Log into the portal once you are in Ireland and book an appointment at the ISD Registration Office at Burgh Quay in Dublin. Appointments are normally available within 2 to 3 weeks.
Step 3: Gather your documents You will need to upload your passport biometric page, entry visa where applicable, evidence of the basis for your permission such as an employment permit or college admission letter, proof of address in Ireland, and proof of financial means where required.
Step 4: Pay the fee The IRP fee is €300 for most applicants. Some categories are exempt. See the fee table below.
Step 5: Attend your appointment Bring all your original documents to Burgh Quay. After your appointment, your IRP card will be sent to you by post.
Online renewal is the default everywhere as of 2025. You no longer need to physically visit a Garda office or the ISD office for a renewal in most cases.
Here is how to do it:
Step 1: Check your timeline You can apply to renew from 12 weeks before your IRP expiry date. Applications submitted earlier than 12 weeks before expiry will be refused. Do not leave it too late. Renewal delays are currently running at up to 12 weeks.
Step 2: Log into the online renewals portal Go to the ISD renewal portal atwww.irishimmigration.ie.
Step 3: Upload your documents You will need to upload:
The biometric page of your current passport
The front and back of your current IRP card
Supporting documents depending on your stamp type, such as proof of employment, college enrolment, or relationship with a spouse or partner
Step 4: Pay the fee It costs €300 to renew most permissions. Have your credit or debit card ready.
Step 5: Wait and track your application The ISD website provides a live update on processing times for renewal applications. Your new IRP card will be sent to your registered address by post.
This is a common concern given current processing delays. The answer is reassuring.
The ISD advises that your email confirmation and old IRP card serve as proof that you are in the renewal process. Employers and authorities are instructed to accept that your permission is extended. There was even a notice to employers assuring that if an employee's IRP is in renewal, they can continue working.
If you remain in Ireland with an expired IRP and no renewal in process, you are technically undocumented and in breach of immigration rules. The best action is to contact ISD immediately if this happens.
This requires careful planning. If you are a visa-required national and you choose to leave Ireland before your renewal application is complete, you will need to apply for a D entry visa from the nearest Irish Embassy or Consulate at your travel destination to return to Ireland.
Always check the current ISD guidance before booking travel if your renewal is pending.
Your IRP card will include a stamp number that defines the conditions of your permission. Here is a summary of the most common stamps:
| Stamp | Issued To |
|---|---|
| Stamp 1 | Employment permit holders, working holiday authorisation, business permission |
| Stamp 1G | Third Level Graduate Scheme; spouses and partners of Critical Skills permit holders |
| Stamp 2 | Full-time students (permitted to work 20 hours per week during term) |
| Stamp 3 | Ministers of religion, volunteers, dependants of certain permit holders (no work permitted) |
| Stamp 4 | Spouses of Irish citizens, people with international protection, long-term residents (no employment permit required) |
| Stamp 4 EU FAM | Family members of EU nationals exercising treaty rights in Ireland |
| Stamp 5 | Permission to remain without time conditions |

As of January 2025, first-time registrations are handled by ISD centrally and booked through the online portal. You still attend an in-person appointment at Burgh Quay for your first registration. Renewals, however, are fully online and no in-person visit is required.
Renewal delays are currently running at up to 12 weeks. First-time registrations are generally faster once your appointment takes place. Apply as early as the system allows to avoid any gaps.
Yes. There is a notice to employers regarding employees awaiting renewal of their IRP card which confirms eligibility to work while awaiting renewal. Keep your renewal confirmation email as proof for your employer.
Re-entry visa requests will only be considered in emergency extenuating situations where there is a genuine and unforeseen urgent need to exit and re-enter Ireland in unexpected conditions. Plan travel carefully and avoid booking trips while a renewal is outstanding.
From March 2026, Beneficiaries of Temporary Protection with a valid Temporary Protection Certificate can renew their IRP card via the ISD online renewal portal.
