To call a Romanian number from abroad, dial your international exit code → +40 → area/mobile code (without the leading 0) → number. This simple rule helps your calls connect and ensures verification texts for online money transfer services arrive fast. If you remember “+40, drop the 0,” you’re good.

From 7 July 2025, ANCOM requires operators to block international calls that spoof Romanian numbers, reducing phone fraud and fake “bank” calls. That means fewer scam calls showing Romanian caller IDs.
Dial 00 + [country code] + number (or use the + sign on mobiles). Example to the U.S.: 00 1 312 555 0123. This works the same across operators in Romania.
